In 1995, Michigan’s Governor, The Honorable John Engler demonstrated his dedication to Civil Rights and racial equality by commissioning the MSU Extension Services Executives.
The Governor demanded equity and inclusion for Black Citizens living in minority communities throughout the state of Michigan to have access to higher education, importantly within public institutions, and mitigate inequities of De Facto Segregation within the Public School System.
His goal was to put an end to academic educational inequalities, and racial bias in public higher education across the state of Michigan.
The Governor’s Commission empowered the University St. Augustine’s & University Colleges (MeHarry College, LLC). It incentivized organizing the MSU Outreach Extension Commission, which created an actionable plan for constructive action as an 1890 Morrill Act Land Grant College.
Thus, confirming Michigan’s Governor Declaration of the “University St. Augustine’s, a HBCU, and Land Grant College as sanctioned by the Authority of Governor Jim Blanchard in 1989-1990, effectively as;

Governor Engler emphasized that the national security of communities of Color in Michigan depended on the Commission’s contribution to the full development of the United States’ strength.
As part of this commitment, Governor Engler Commissioned the University St. Augustine’s established Faculties including the Institutes of Medicine, Mental Wealth Institute, and Conservancy as alternatives to “Lafayette Clinic”, Detroit, MI, and incarceration of citizens with Mental challenges.
Jim Brown, renowned Football Athlete, and community Activist, Larry H. Reid, DO, Governance, USA & Institutes of Medicine, and Mayor Linsey Porter, City of Highland Park Michigan, inspired, joined Governor Engler’s advocacy for the University of St. Augustine’s and endorsed implementation of the Commission’s “Constructive Active Plan” for purposes of development of USA as “Michigan’s Urban University”, and Extension Outreach of MSU.
The Plan the Governor’s Commission designed in collaboration with Executives at Michigan State University Extension Outreach (MSU Extension Outreach) was empowered to address racial bias, economic inequities, and improve mental health, and healthcare in minority communities throughout the state of Michigan.

The Governors’ Land Grant of the Clinton Valley Center (CVC) in and of itself is Historical and is consistent with provisions of the Second Morrill Act, 1890, amended, granting “Land” comprising a “State of Michigan owned commercial real estate property, “Eloise” including 100 acres of land.
Governor Engler’s endorsement and support of the University St. Augustine’s (USA) complement the endorsement of The Honorable Governor James Blanchard’s Historic contribution granting One Million Dollars & No/100 ($1,000,000) USD; Cash to establish the “University St. Augustine’s Endowment Trust” consistent with provisions of the 1862 Morrill Act.
Thus, establishing eligibility for perpetual funding annually to ensure the preservation of the integrity of the University’s Education Charter, Executive Administration, and Building Fund.
Consistent with “The National Agricultural Research, Extension and Teaching Act of 1994, and reconfirming the “Morrill Act 1890 Land Grant College” designation status upon the University St. Augustine’s, Successor Shaw College At Detroit, an HBCU “Anchor” Institution of Higher Education.
The Honorable Governor John Engler sanctioned the establishment of the University St. Augustine’s – College of Agriculture Research, Science & Institute” as a “Faculty” within the University St. Augustine’s (USA)
Respectably, Governor Engler endorsed the Proclamation of The Honorable Linsey Porter, Mayor, City of Highland Park MI, which profoundly designates the University St. Augustine’s as an “Urban University” (Michigan’s Urban University, exclusively).

The Commission was empowered, and Authorized by Governor Engler specifically to support endeavors of the U.S. Federal Court Assignee for the Great Lakes Lutheran Church University Education Charter to facilitate the re-organization and development of the “University St. Augustine’s (USA), and Faculties that include;
● Institution of Medicine
● Mental Wealth Institute & Conservancy
● College of Agriculture Research Science, and
● USA Anti-Poverty & Humanitarian Institute, and
● College of Law
In compliance with the National Agriculture Research, Extension, and Teaching Act of 1997 (NARETPA), The Commission encouraged the framework of the Faculties to emulate the structure of the Michigan State University Extension Services improved.
The University St. Augustine’s (USA) Anti-Poverty & Humanitarian Institutes was expected to specifically include provisions to eradicate “Poverty” due to lack of education, Mis-Education, and Hunger within households in the City of Highland Park and Greater Detroit Metropolitan Communities wherein impoverished Families and Children reside.
Commendable, The Honorable John Engler authorized and sanctioned the “Land Grant” of “The Clinton Valley Center (CVC) (a state hospital)*; 140 Elizabeth Lake Road, Pontiac, Michigan to the “University St. Augustine’s” (St.Augustine’s National Foundation | Meharry College, LLC) for the development of its Main Campus. ~*~

The Governor of Michigan, John Engler, authorized and empowered a Commission to support the U.S. Federal Court Assignee for the Great Lakes Lutheran Church University Education Charter in reorganizing and developing the University St. Augustine’s (USA) and its Faculties, which include the Institution of Medicine, Mental Wealth Institute & Conservancy, College of Agriculture Research Science, USA Anti-Poverty & Humanitarian Institute, and College of Law.
The Commission encouraged the Faculties to follow the Michigan State University Extension Services structure as per the National Agriculture Research, Extension, and Teaching Act of 1997 (NARETPA).
The University St. Augustine’s (USA) Anti-Poverty & Humanitarian Institutes should focus on eliminating poverty due to lack of education, Mis-Education, and hunger among families and children in the City of Highland Park and the Greater Detroit

Governor Engler granted the “Land Grant” of “The Clinton Valley Center (CVC)” to the University St. Augustine’s for the development of its Main Campus.
The CVC is a state hospital located at 140 Elizabeth Lake Road, Pontiac, Michigan. This grant is a Morrill Act Land Grant College Designation, and the University St. Augustine’s National Foundation | Meharry College, LLC owns 100 acres of land.
The Equity in Educational Land-Grant Status Act of 1994 (P.L. 103-382 §531-535) and Ch. 64: AGRICULTURAL RESEARCH, EXTENSION, AND TEACHING from Title 7—AGRICULTURE authorize and support this action.
