THE HONORABLE JAMES BLANCHARD
In 1989, by Authority as Michigan’s Governor, The Honorable James Blanchard bestowed the designation of “Land Grant College” upon the “University St. Augustine’s” (USA), a Historical Black College University (HBCU) under provisions of the 2nd Morrill Act, enacted in 1890. A “Higher Education Institution” and Proprietary, Primary and Secondary K12 School System authorized by the Authority of the Great Lakes Lutheran Church University Education Charter
Governor Blanchard endowed an allocation of One Million Dollars ($1,000,000.00) to stablish the University St. Augustine’s Endowment Trust in compliance with statutes as stipulated by the Michigan Department of Education.
In compliance with the Authority inherent within the Historic Great Lakes Lutheran Church University Education Charter, and the Proprietary Elementary and Secondary K12 School Charter, as bestowed under U.S. Federal District Court MI; Orders. 1.9.1985 and in due course, reaffirmed, 1.27.1995, and the U.S. Federal District Court “CMO” and Trustee were Appointed by The Honorable Ray Reynolds Graves.
Subsequently, U.S. Federal Appeals Court, Michigan; The Honorable Julian Cook, U.S. Federal Appeals Court, MI, The Honorable Damon Keith Chief Justice, respectfully, upheld the Orders of the Court Orders; 1985, 1986.
The Honorable Judge Lynn V. Hooe, 6.18.1987 and 8.28.1987; Court Orders sanctioned the MDE’s orchestration of a conspiracy, and Ordered Reinstatement of Corporate Licensure, Preservation, all Federal Financial Aid; PELL Grant , SEOG, HEA Grants, et al, and Preservation, ABHES National Institutional Accreditation.
THE HONORABLE JOHN ENGLER
In 1994, by Authority as Micihigan’s Governor, The Honorable John Engler, authorized “USA ” as a “Michigan State University Outreach Extension ” (MSU Extension).
The Honorable Governor designated the “University St. Augustine’s exclusively, as “Michigan’s Urban University”. Upon dissolution of “Lafayette Clinic”, and in response to the increased mental health crisis within the state of Michigan, and the Tri-Counties of Metro Detroit, Governor Engler Commissioned the Board of Governance, University St. Augustine’s to organize; “USA – Mental Wealth Institute and Conservancy”.
Spring 1995, in recognition, University St. Augustine’s designation as a Land Grant College consistent with the 1890 Morrill Land College Act.
UNIVERSITY ST. AUGUSTINE’S
Michigan’s Governor, The Honorable John Engler, donated the Historic Clinton Valley Medical Center Pontiac Michigan, and 100 of 200 Acres for use in the development of the main campus for development of USA ~ University Colleges & Institutes of Medicine”
The Governor Commissioned the University St. Augustine’s (“USA”) to mitigate issues ssociated with accessing Mental Wealth Services and the Decriminalization of Mental Health.
In collaboration with County Executive of Oakland County, Michigan L. Brooks Patterson, the University St. Augustine’s established a state-of-the-art Digital Media Library compliant with stipulations for National Institutional Accreditation as an Higher Education Institution.
The Governor empowered the Conservancy Members to serve as a special advisory council on the mental health crisis.
Empowered Board of Governance establishment of the a system having the capacity of impacting nutritional poverty in marginalized communities throughout Michigan;

“Humanitarian Institutes”
Thus, University St. Augustine’s main campus. The Honorable Governor John Engler endorsed, and authorized the University St. Augustine’s (“USA’”) exclusively designated and empowered as;

On 11.05.2003, according to powers vested in the Governor by the Michigan Constitution of 1963, The Honorable Jennifer Granholm sanctioned Michigan’s Executive Order” consistent with MCL 450.171.
The Executive Order prepared by The Honorable Wade McCree authorized the establishment of Caroline Education Community International Public School Academy and Caroline Education Community International PSA.
The Public School Academy was named in honor of Congresswoman Carolyn Cheeks Kilpatrick. AKA: Caroline Education Community Private School Academy, named in honor of Carolyn Hatchett, and Carolyn Jones.
Joined by The Honorable Congressman John Conyers Jr., and The Honorable Judge Damon Keith, the Governor’s “Father of Heart”.
Governor Granholm endorsed the establishment of “The Rosa Parks Institute” at Caroline Education Community International Public School Academy as a pedagogy empowered with the capacity to “Bridging Gaps” in the dissemination of Black American History, accessing technological advances in academic education essentials, encouraging widespread dissemination of knowledge of American Black History on behalf of K12 School Children, Black and Minority Citizens residing in the state of Michigan and throughout the Nation.

Governor Blanchard endowed the University St. Augustine’s with a substantial sum of One Million Dollars ($1,000,000), establishing “The St. Augustine’s Endowment Trust”. The primary objective of this Trust ensure that the University of St. Augustine’s is treated equitably and that the outcomes are proportionate to the contributions made.

Michigan’s Governor, John Engler, was a proponent of the University St. Augustine’s (MeHarry College, LLC, and Carolina’s Early College) as a means of fostering improvements in Michigan’s educational systems and empowering young people with the character of good citizenship as contributing members of the community.
During Governor Engler’s administration, Governor Engler emphasized the importance of high standards, greater accountability, rigorous testing, improved safety, and increased discipline to enhance the learning experiences of Michigan’s students.
